Office of the Village Administrator

Scott L. Porter serves as the Village Administrator for the Village of Bellaire, bringing more than 13 years of municipal leadership experience to the role. As Village Administrator, Scott is responsible for overseeing the day to day operations of the village, coordinating department activities, managing infrastructure and capital improvement projects, and supporting the Mayor and Village Council in policy implementation and long range planning. His work ensures that village services are delivered efficiently, responsibly, and in compliance with local, state, and federal requirements.

Scott has extensive experience in municipal budgeting and financial oversight, public works management, grant administration, and emergency preparedness. Throughout his career, he has successfully led infrastructure improvements, managed FEMA disaster recovery projects, and secured state and federal funding to support community and economic development. He is known for fostering collaboration across departments, engaging residents and stakeholders, and promoting transparency in village operations.

A husband and father of two daughters, Scott is also a hobby horticulturist and is guided by his favorite quote, “Leave it better than you found it.” This philosophy reflects his commitment to strengthening Bellaire’s infrastructure, improving public services, and working toward a stronger future for the community.
