Village Administrator

Under the direction of the Mayor, the Village Administrator is responsible for the management, supervision, and administration of the overall municipal operations of the Village of Bellaire in accordance with Ohio Revised Code 735.273. This includes oversight of the Village’s water and wastewater treatment facilities, public works operations, zoning administration, and economic development activities.

The Village Administrator is responsible for directing daily operations, coordinating departmental activities, managing personnel, overseeing infrastructure projects, and ensuring the efficient and compliant delivery of services to residents and businesses. The Administrator works closely with the Mayor, Village Council, department supervisors, engineers, contractors, and external agencies to support the Village’s operational and strategic goals.

Administrative and System Management Responsibilities

  • Collects and analyzes operational data related to Village departments, infrastructure, and services to support planning and decision making.
  • Prepares and maintains accurate reports and ensures proper filing and storage of all related documentation.
  • Collaborates with department supervisors, engineers, consultants, and regulatory agencies.
  • Prepares reports and recommendations for the Mayor and Village Council regarding operations, projects, and expenditures.
  • Develops and implements departmental goals and evaluates employee performance.
  • Oversees budgeting, authorizes expenditures within Council approved appropriations, and assists in financial planning.
  • Identifies, pursues, and administers grant opportunities for infrastructure and community development projects.
  • Maintains records and documentation required for environmental and regulatory compliance.
  • Coordinates planning and execution of capital improvement and infrastructure projects.
  • Reviews zoning applications, subdivision plans, and development proposals for compliance with Village regulations.
  • Maintains order and organization within administrative operations and municipal functions.
  • Ensures all operations comply with applicable federal, state, and local laws and regulations.
  • Maintains availability for on call response during non-scheduled working hours, including nights and weekends.
  • The position requires strong computer skills, the ability to manage multiple priorities, and the ability to work collaboratively with all Village departments and external partners.

Operational Duties and Responsibilities

  • Consistently arrives for work on time.
  • Communicates with Village personnel, residents, contractors, developers, and outside agencies as needed.
  • Provides oversight and coordination of Village projects and daily operations.
  • Supervises the Water, Sewer, Sanitation and Street Departments and coordinates work activities with departments.
  • Collaborates with engineers and contractors on infrastructure improvements and capital projects.
  • Prepares bid specifications and oversees the bidding process for public improvement projects.
  • Ensures compliance with Ohio EPA and other regulatory requirements for water and wastewater systems.
  • Recommends and coordinates improvements to streets, sidewalks, stormwater systems, and other infrastructure.
  • Attends Village Council and Zoning meetings to provide updates, reports, and recommendations.
  • Serves as a liaison between the Village, elected officials, residents, businesses, and external organizations.
  • Responds to emergencies and coordinates appropriate action when necessary.
  • Provides input and oversight on contracts, development agreements, and construction projects.
  • Maintains familiarity with Village infrastructure systems and operational needs.
  • Performs other related duties as assigned.

Required Certifications and Qualifications

  • High School diploma or equivalent.
  • Minimum of five (2) years of progressively responsible experience in supervision, construction, finance, or public works operations.
  • Working knowledge of water and wastewater systems, infrastructure maintenance, and municipal operations.
  • Possession of a valid and insurable driver’s license.
  • Must be bondable.

Preferred Qualifications

  • Bachelor’s degree in public administration, business administration, or a related field.
  • Experience in municipal or public sector administration.
  • Knowledge of Ohio Revised Code related to municipal operations.
  • Experience with budget development and financial management.
  • Familiarity with zoning regulations, permitting processes, and land use planning.
